Cheongju will aggressively promote the retention of number plates of habitual fine defaulters by December to enhance fairness for faithful fines payers and collect arrears.
Those subject to retention are vehicle owners with more than KRW 300,000 in arrears for vehicle-related fines, including parking violations, failure to subscribe to a liability insurance, failure to undergo regular vehicle inspection and the like, and 60 days have passed since their date of default. Over 7,400 vehicles are subject to retention, with the total sum of arrears amounting to KRW 9.064 billion. Last August, the city government sent out a notice of the detention to the delinquent fines payers and informed them that the number plates of their vehicles could be detained unless they pay the arrears by the end of August. A retention team will be organized to operate vehicles equipped with an automatic number-plate recognition system in high vehicle density areas such as apartment blocks, multi-family homes, and shopping malls. The defaulters with their number plates detained must pay the full amount of arrears and visit the relevant department to have their number plates back through owner verification procedure. A city official said, “We will strengthen our number plate detention activities for large-sum and habitual defaulters.
